Panaji: The Goa Coastal Zone Management Authority (GCZMA) will now charge between Rs 2,500 and Rs 27,000, depending on the size of a property, to delineate the high tide line for that property. Until now, no such service was available from the GCZMA at a charge.
The notification issued recently also states that such fees will be applicable to govt departments, corporations, and autonomous bodies as well.
“The approved Coastal Zone Management Plan (CZMP) maps 2011 in the 1:25,000 scale are available on the GCZMA website. The applicant/authorised representative/advocate of applicant/legal heir intending to file applications with the GCZMA for approval including govt departments/corporations/autonomous bodies will have to pay…fees for the delineation of the high tide line, 200m, 500m, and no-development zone on survey maps in the 1:4,000 scale to the Goa Coastal and Environment Management Society,” states the notification.
For a property up to 300sqm, fees applicable will be Rs 2,500; up to 500sqm, it will be Rs 3,000; up to 1,000sqm, it will be Rs 3,500; and up to 1,500sqm it will be Rs 4,000, and so on.
The fees double from Rs 6,000 for a property admeasuring 3,001sqm to 3,500sqm, to Rs 12,000 for a property admeasuring 3,501sqm to 4,000sqm.
For properties above 5,000sqm, the GCZMA will charge a fee of Rs 27,000.
Another 50% of the fees will be charged for every certified copy on the original plan, the GCZMA said.
With the number of applications increasing, the GCZMA concluded at its recent meeting that it would be reasonable to levy processing fees for applications for the ‘delineation of property’, which is the process of identifying whether it falls within or outside the coastal regulation zone (CRZ) jurisdiction, according to the CRZ Notification of 2011.
The GCZMA’s technical team verifies the status of properties and issues a certificate. The state environment department has also notified the revision of administration-cum-processing fees for project proponents seeking prior environmental clearance (EC). For sand mining applications, a fee of Rs 1 lakh will be charged for an EC, while for major mineral mining, fees of Rs 15 lakh to Rs 30 lakh will be levied.
Airport expansion plans will attract Rs 10 lakh for EC applications, and for ports and harbours, the fees charged will be between Rs 2.5 lakh and Rs 5 lakh.
Applications for new highways will attract fees of Rs 4 lakh to Rs 10 lakh.
Last year, the rates for permissions for beach weddings, construction of houses near the CRZ, setting up of hoardings in the CRZ, and putting up pontoons and jetties were notified.
