Today, getting across Mumbai can take hours. Traffic is heavy, and public transport is overcrowded. The new metro system is designed to fix this. It will cover the entire Mumbai Metropolitan Region (MMR), making it faster and easier for people to get where they need to go.
A major step forward is the creation of UMTA, the Unified Metropolitan Transport Authority. This means all transport systems across the region—metros, buses, trains—will come under one authority. This unified card system is already being tested in Mumbai and will soon be rolled out across MMR within six months.

In total, the original 272 km network, which began when the current leadership was last in power, will be completed in about four years. New lines are also being planned, which will take another four years to complete.
2. Navi Mumbai Airport: Set to Fly in 2025
Another huge step in Mumbai infrastructure development is the Navi Mumbai International Airport. The airport is almost ready and is expected to open by August 2025. Once operational, it will reduce the load on the current Chhatrapati Shivaji Maharaj International Airport and provide better connectivity for people living in Navi Mumbai and surrounding areas.
Getting to this airport will be easy. A new coastal road is also being built to connect it to Mumbai city. This road will be ready in the next six months. Additionally, an elevated road from Thane to Navi Mumbai Airport is under construction and will take around four years to complete.
For even better connectivity, a metro line from the current airport to Navi Mumbai Airport is also being developed. It’s expected to be completed in about five years.
3. Mumbai Coastal Road: A New Link to Speed Up Travel
The Mumbai Coastal Road Project is another major development that’s close to completion. This road will run along Mumbai’s western coast and reduce travel time between the suburbs and the city center.
Once completed in the next few months, the coastal road will not only connect parts of Mumbai more efficiently, but also provide a direct link to the new Navi Mumbai Airport. This will improve travel times for both daily commuters and travelers.
4. NAINA: Building India’s Smartest City
Mumbai is not just improving its roads and transport. A whole new city is being built near Navi Mumbai. It’s called NAINA, short for Navi Mumbai Airport Influence Notified Area. This futuristic city will host thematic urban centers, each with a unique focus.
Here’s what’s planned:
- AU City: A city dedicated to education. At least 12 top international universities will set up campuses here. Five of these are expected to get government approval soon.
- Med City: A healthcare and medical research hub.
- Sports City: With world-class sports infrastructure.
- Knowledge City and Innovation City: To support startups, research, and technology.
Together, these cities will make NAINA a hub for students, professionals, and investors. For example, AU City alone is expected to host 100,000 students.
NAINA is already under construction, and the first major development plans were approved during the previous term of leadership.
5. A New Administrative Hub for Mumbai
Mumbai’s government offices are also going through big changes. Currently, many administrative departments are scattered across the city. To improve efficiency, plans are in place to build a new government precinct near the existing Mantralaya (the state government’s main administrative office).
This area will include:
- Offices that are currently spread out across the city
- A new, modern Vidhan Bhavan (state legislature building)
- Renovation or repurposing of the MLA and government bungalows
The goal is to build a more centralized, modern, and functional government district.
6. Bandra to Become Legal Hub
The Bombay High Court is also getting a new home. It’s being shifted to Bandra, which will become a major legal hub in the city. This is part of the broader push to decongest South Mumbai and bring important services closer to where the population is growing.
7. Better Connectivity Through Tunnels and Freeways
Infrastructure projects don’t stop at roads and metros. A new tunnel from the Eastern Freeway to Marine Drive (Chowpatty) will soon be ready. This tunnel will cut down travel time from more than 30 minutes to just 4 minutes.
With the completion of Atal Setu and new tunnels connecting to the coastal road, Mumbai will have a full loop of quick-access roads, significantly reducing traffic congestion.
